UAD 3.6 appraisal standard takes effect for GSE submissions
New appraisal reports first submitted to the GSEs’ portal must use UAD 3.6 beginning Nov. 2. Sellers seeking more time must secure a separate policy exception from each applicable enterprise.
Key Takeaways
- •UAD 3.6 applies to new reports first submitted to UCDP on or after Nov. 2, 2026.
- •A seller unable to meet the mandate must request an exception from each applicable GSE.
- •Approved sellers may use UAD 2.6 through May 19, 2027; only pipeline resubmissions continue after that.
Fannie Mae and Freddie Mac, the government-sponsored enterprises (GSEs), make their Uniform Appraisal Dataset (UAD) 3.6 standard mandatory Nov. 2 for new appraisal reports first submitted to the Uniform Collateral Data Portal (UCDP), according to Freddie Mac's current guidance. The initial UCDP submission date, not the loan application date or appraisal effective date, determines which version applies.
The redesign replaces form-driven appraisal reporting with one data-driven structure for different property and inspection types. It aligns the dataset with MISMO Reference Model 3.6 and is intended to capture property and market details in a more structured, repeatable format.
For South Florida lenders, appraisal management companies and appraisers working on loans delivered to either GSE, the change is a workflow deadline: systems, partners and report delivery must support the new package before the first UCDP submission.
A seller unable to meet the mandate must request a policy exception from each applicable GSE. A request to one is not blanket approval from both. Fannie Mae says sellers granted an exception may continue submitting UAD 2.6 appraisal reports through May 19, 2027, while actively adopting UAD 3.6.
The joint GSE timeline also lists a reduced-functionality period from March 1 through May 19. During those months, UAD 2.6 reports are not eligible for collateral representation-and-warranty relief for value and receive a risk score of 99 from Freddie Mac and 999 from Fannie Mae.
Beginning May 20, 2027, new UAD 2.6 submissions to UCDP will return an unsuccessful status and a fatal feedback message. A pipeline-revision period runs through June 27, allowing UAD 2.6 only for resubmissions of reports previously submitted in that format. The GSEs stop accepting those resubmissions on June 28.
Retirement applies to appraisal-report submissions through UCDP. It does not, by itself, prevent the later sale of a loan supported by an existing UAD 2.6 appraisal; standard appraisal-expiration rules still apply.
The first compliance check is therefore the report's initial portal submission date and the seller's approved exception status. Appraisers and lenders can use the GSEs' transition materials, readiness kits, training and job aids to prepare systems and partners for the new format.
