The City Beyond Vice City
Key Takeaways
- •GTA VI is scheduled for November 19, 2026 (PS5, Xbox Series X|S); its Vice City is a fictional Miami, so any “tourism boom” claim before launch is premature.
- •GTA’s hard numbers describe the game’s commercial reach (GTA V passed $1bn in three days; ~230m units sold-in), not Miami or Los Angeles visitor increases.
- •Real precedents exist — Pacific Park’s documented GTA V campaign and a packaged Los Angeles tour — but none report the customer behavior needed to prove a citywide tourism effect.
- •Miami already draws roughly 28 million destination-wide visitors a year; the realistic near-term opportunity is an extra experience for someone already visiting, not a brand-new trip.
- •A fictional city has entered real public records (a Miami Beach agenda item, county officials’ opposition); value should be judged on executed terms, payments and what the public retains.

Grand Theft Auto V passed $1 billion in retail sales within three days of its September 2013 release, according to its publisher. That figure tells us what people spent on the game. For Miami, the question surrounding GTA VI is different: will players book a trip, hire a local guide or visit a place they first encountered on screen?3
GTA VI is scheduled for November 19, 2026, on PlayStation 5 and Xbox Series X|S. Its setting includes Vice City, Rockstar’s fictional version of Miami, within the larger state of Leonida. As of this report’s research cutoff, the game has not been released. Any claim about a tourism boom caused by people playing it would be premature.12
There are useful precedents to examine before launch. In Los Angeles, businesses have already used GTA V to promote attractions and package tours. Miami has an established visitor economy, and local officials are considering proposals for game promotion on public property. Interest in the fictional islands and wetlands could also bring attention to South Florida’s natural areas, where visitor access requires care.
The most immediate opportunity may be a visitor who already plans to come to Miami and decides to book an extra experience. A guide or attraction could benefit from that purchase even if the game did not cause the trip. This report examines what the existing evidence can tell us about those decisions and what would still need to be measured.
01
What GTA has already changed
GTA’s strongest numerical evidence concerns its own reach. Take-Two’s May 2026 investor presentation put GTA V at nearly 230 million units sold-in since release, across three console generations. Units sold-in are a publisher sales measure; they do not count unique players, prospective travelers or visits to Los Angeles.4
The cultural connection predates GTA V. In her 2008 Game Studies article, Kiri Miller examined the GTA series through ethnography and tourism. Players could explore its cities beyond the requirements of a mission, developing their own accounts of place. Her discussion of Vice City also suggests that the Miami a player recognizes may owe as much to earlier television and film as to the actual city.5
A player might recognize a waterfront or remember a route long after leaving the game. Miller’s research helps explain that familiarity. It does not show whether the player later bought a plane ticket or booked a hotel.
GTA’s sales establish its commercial reach, while Miller’s work documents how players explore its cities. The sources reviewed for this report do not establish a causal percentage increase in Miami or Los Angeles tourism attributable to earlier GTA releases. Treating those cities’ overall visitor growth as the franchise’s achievement would skip the central research problem.
Reading the evidence
Three measures. Three different meanings.
First three days, September 2013. Publisher-reported commercial scale. 3
As reported in May 2026. Cumulative units, not unique players. 4
No causal GTA-attributable visitor total established by the sources reviewed.

02
Los Santos already has a real-world itinerary
In January 2026, Pacific Park on the Santa Monica Pier published an account of a collaboration with The Scenic Gamer. The attraction helped recreate GTA V-inspired scenes around its rides, including a gaming session on the Pacific Wheel. More than a decade after the game’s release, a real attraction was still using the connection in its own marketing.22
A separate Klook listing advertises a six-hour private Los Angeles tour built around GTA V and its real-world inspirations. It presents stops including Hollywood, Griffith Observatory, Venice Beach and Santa Monica Pier through the game’s geography. The listing establishes that a travel product has been packaged around that interest. It does not disclose a reliable booking total, establish current departure availability or prove the advertised location comparisons.23
Pacific Park’s campaign and the tour listing show two ways businesses have used interest in GTA V. Neither source reports enough about customer behavior or spending to establish a citywide tourism effect.
Miami can learn from the structure of these examples without copying their format. A recognizable setting gives an operator a way to introduce an existing attraction. The quality of the visit then depends on the real experience. For a city with established cultural institutions and guides, that is a more actionable precedent than a global game-sales total.

03
Miami is already a destination at scale
The scale of the existing market changes the question. Miami-Dade’s International Trade Consortium, reporting GMCVB’s 2025 results, cited 28.3 million visitors and $22.7 billion in visitor spending. These are destination-wide figures, not City of Miami totals or GTA-related revenue.7
For a consistent historical view, GMCVB’s 2024 report places total visitation at 24.168 million in 2019 and 28.230 million in 2024, with the pandemic interruption between them. The chart below reproduces that single report’s series. Its estimates combine surveys and a statistical model; they are not a census of distinct individuals.6
Existing visitors may be the first customers for a GTA-inspired experience. Someone who already plans to visit Miami might choose an architecture walk after recognizing a streetscape, spend an extra afternoon downtown, or add a guided nature excursion. Those choices can matter to an individual operator even if the visitor would have come to Florida anyway.
A new itinerary can redistribute spending among local businesses. A longer stay can add spending. A genuinely additional trip can add both arrivals and expenditure. Each outcome calls for different evidence; placing them under one large “GTA tourism impact” number would hide more than it explains.

04
Games can influence travel. The effect is not automatic.
Research outside GTA helps explain the mechanism and its limits. A 2022 chapter on Assassin’s Creed Odyssey used interviews with 12 male players, aged 20 to 37, to explore experiences connected with Greece. More than half had already traveled there. The study is useful for understanding familiarity, emotion and interest; its small, selected sample cannot provide a conversion rate for Miami.10
There is also evidence against assuming that exposure always improves a destination’s image. A university summary of research by Louis-Etienne Dubois, Tom Griffin, Christopher Gibbs and Daniel Guttentag describes an experiment comparing Far Cry 5 with other media about Montana. The game group returned less positive ratings. That result concerns a particular game and study design, but it makes the direction of influence an empirical question.9
An official tourism collaboration around Ghost of Tsushima offers a more practical precedent. Nagasaki’s destination website connects the game with real places and visitor experiences. It demonstrates how a tourism organization can give an interested player a route into a destination. The campaign page does not, by itself, establish how many additional tourists the game generated.11
For Miami, the transferable lesson is to build that route carefully. A useful page needs real geography, opening information, booking options and local context. A montage of lookalike locations may attract attention; a well-researched explanation can help a visitor make a better choice.
How attention might become a visit
What to measure after someone sees the game
The evidence needed changes at each step. This is a measurement framework, not a forecast or a measured conversion funnel.
- 01 / ExposureSee the place
Trailer views and game reach establish attention. Views are not unique travelers.
- 02 / InterestLook for the real one
Searches, saved itineraries and visitor surveys can reveal interest.
- 03 / PurchaseMake a booking
Completed tour, hotel or attraction bookings record actual transactions.
- 04 / AttributionEstablish what changed
Compare against a credible baseline before calling spending additional.
05
How large could the GTA VI effect be?
The trailers have already attracted large viewing totals. In its May 2026 presentation, Take-Two reported more than 93 million views for the first trailer’s YouTube debut in 24 hours, and more than 475 million views for the second trailer’s cross-platform debut over the same duration. Those totals use different distribution bases and can include repeat viewing. They should not be charted as a like-for-like growth rate or treated as unique travelers.4
A credible Miami forecast would require inputs that the reviewed evidence does not supply: the number of reachable players who can travel, their likelihood of visiting without the game, their incremental trip decisions and their spending. Multiplying trailer views by an invented conversion rate would create a precise-looking answer without a defensible foundation.
A ticket-revenue example helps put the business question in perspective. Suppose local operators collectively sell 50,000 tickets to a new, independently developed cultural experience at $50 each over a defined year. Gross ticket receipts would be $2.5 million. At 10,000 tickets the figure is $500,000; at 100,000 it is $5 million. These are arithmetic scenarios chosen to show scale, not estimates of demand or predicted GTA VI outcomes.
Even that revenue would need interpretation. Some customers might have bought another Miami tour instead. Operating costs and payments to suppliers outside the region reduce what remains locally. A visitor survey could establish whether the game influenced the purchase, but influence alone would not prove the spending was additional.
The plausible range of outcomes therefore includes attention with little travel effect, altered itineraries among existing visitors, and genuinely additional trips. The strongest opportunity for a small business may be the middle case: serving people who are already close enough to buy, with an experience worth choosing on its own.

A fictional city has entered real public records
Miami Beach’s September 10, 2026 commission agenda included item C7 AP, seeking authority for the city manager to negotiate a promotional agreement with Amplify Marketing Inc. The text described signage on concession equipment and other public property, with a campaign proposed to begin October 15. The agenda establishes what officials were asked to consider; it does not establish an executed contract, a received payment or a completed installation.12
At county level, Commissioner Juan Carlos Bermudez and Sheriff Rosie Cordero-Stutz issued a September 3 statement opposing a proposed GTA partnership and raising questions about public resources and branding. Their statement documents a position in the debate. Miami Beach, the City of Miami and Miami-Dade County are separate governments; a proposal in one should never be reported as an agreement by all three.13
The proposals also raise a question about income from advertising. A promotional agreement might produce a licensing or advertising payment even if no extra visitor arrives. To judge its value, residents would need the executed terms, the payment schedule, the public cost of implementation and the arrangements for restoring the space.
A constructive test would ask what the public retains after the promotion ends. Does an agreement support useful maintenance or visitor infrastructure? Are access and everyday uses protected? Can a resident find the costs and receipts in a public record? These are questions for future reporting, not claims that a particular benefit has been promised or delivered.

07
Give the visitor a reason to look beyond recognition
Vice City can provide an opening to Miami’s architecture, but recognition is only the start of an interesting visit. The Miami Design Preservation League already runs an Art Deco walking tour. Its existing work points toward a stronger visitor experience: explain the buildings, the preservation history and the people behind the streetscape. No GTA partnership with the league is asserted here.14
For an independent guide, a promising format would move from a familiar visual detail to something the game cannot explain. Why does this block look this way? How was it preserved? What is operating in the building now? A visitor who arrives with a reference from entertainment can leave with knowledge of a real neighborhood.
The same principle applies to food, music and local commerce. An itinerary should be developed with the businesses and cultural practitioners it features, with clear permission where needed and transparent commercial relationships. Residents’ ordinary surroundings should not be treated as a set available for unlimited access.
Transport belongs in that design. Miami-Dade’s Metromover offers free service through Downtown, Omni and Brickell. It gives an editor a real basis for a downtown route built around walking and transit, subject to current service conditions. That is a practical alternative to assuming every themed experience needs another vehicle on the road.15

08
Beyond the skyline, a landscape that needs care
Rockstar’s official geography extends beyond Vice City to places including Leonida Keys and Grassrivers. They invite comparison with South Florida’s islands and wetlands, but they remain fictional locations. The game’s map should not be used as a guide to access, distances, protected areas or exact real-world counterparts.2
Nature tourism already has an economic life of its own. The National Park Service counted 741,983 recreation visits to Everglades National Park in 2024 and estimated about $114.6 million in associated visitor spending in gateway communities. Recreation visits are not unique people, and this regional estimate must not be added to Miami-Dade’s tourism total: the geography and accounting systems differ and spending can overlap.16
The value of that landscape depends on its condition. NOAA’s account of the 2023 Florida Keys marine heat event documents coral bleaching and emergency responses. It is a historical example of environmental vulnerability, not evidence that a video game caused harm or a description of every reef’s present condition.17
NOAA’s Blue Star program recognizes participating dive and fishing operators and emphasizes customer education and responsible conduct. A guide inspired by interest in Leonida could link readers to the current operator list and explain why choosing an informed guide matters. In the Everglades, it could direct readers to park guidance and reinforce the rule against feeding wildlife.1820
If interest does increase, visitor distribution will matter alongside visitor volume. Concentrating everyone at one roadside stop can create a different burden from using existing managed facilities and bookable guided departures. Any itinerary should check capacity, permissions and accessibility with the people responsible for the site. These are planning recommendations; no GTA-related crowding or ecological damage has been measured in this report.
Nor is there enough information here to calculate a GTA VI carbon footprint for Miami. That would require a defined boundary, including whether travel, local transport or gameplay electricity is being measured, and credible activity data. A useful environmental account begins with those choices rather than assigning an unsupported emissions number to the game.

09
What Miami should measure after launch
The first task is to establish a baseline before claiming a change. Record relevant searches, referrals to local operators, completed bookings and the share of surveyed visitors who mention GTA without prompting. Then ask a second question: did it change the decision to come, the length of stay, or simply an activity chosen after arrival?
Seasonality will complicate the answer. The scheduled November release falls just before the Everglades’ usual dry season, which the National Park Service places approximately from December to mid-May. A subsequent increase in park use cannot be assigned to GTA without considering the normal seasonal pattern. Flight capacity, prices, weather and the wider events calendar also belong in the comparison.119
A credible evaluation would combine several kinds of evidence. Operator booking records can show purchases. Visitor surveys can show reported motivation. Comparisons with prior seasons and suitably chosen comparison destinations can help test whether the change exceeds other trends. Survey wording, sample selection and uncertainty should be published with the results.
For public agreements, maintain a separate record of payments received, services supplied and public costs. For environmental sites, pair demand measures with capacity and management indicators chosen by the responsible agency. The point is to learn whether benefits remain locally and whether the places attracting visitors are being cared for.
GTA’s history establishes that a fictional city can hold people’s attention for years. GTA VI offers Miami a chance to turn some of that attention toward the city’s own stories, businesses and landscapes. For local businesses and residents, the test will be whether that interest produces worthwhile visits and income that stays in the region.

Reader questions
Is GTA VI set in Miami?+
GTA VI takes place in the fictional state of Leonida, including Vice City, its Miami-inspired city. It is not a literal map of Miami or Florida.12
Did earlier GTA games increase real-world tourism?+
The sources reviewed document major commercial reach and qualitative connections between play and place. They do not establish a causal percentage increase in Miami or Los Angeles arrivals attributable to earlier GTA releases.345
How much tourism revenue will GTA VI bring Miami?+
No defensible amount can be derived from the evidence reviewed here. Trailer views and game sales do not supply a verified travel conversion rate. The ticket examples in this report are illustrative arithmetic, not a forecast.
How we researched this report
This is a desk-researched analysis of public documents and published studies, checked on 2 October 2026. No interviews were conducted, no person quoted in earlier research was contacted, and no organization has endorsed the article. The review used targeted sections of longer reports rather than claiming every page had been analyzed.
The 2019–2024 chart uses the published totals in GMCVB’s 2024 report, PDF page 9, with methodology on page 72. Figures were originally reported in thousands. The 2025 headline comes from the county trade consortium’s public account of GMCVB results. The underlying 2025 tables were identified but not retrieved, so their rounded total was not appended to the historical chart.678
Commercial reach, travel intention, completed bookings and additional destination spending are distinct measures. The scenario examples contain explicit assumptions and are not demand estimates. Government agenda language is described as a proposal where no executed agreement was verified. Release plans and promotional arrangements should be checked again immediately before publication.
