Palm Beach County advances proposed micromobility rules, with Dec. 1 hearing next
A draft would set age, ID and speed requirements on roads under county traffic-control jurisdiction. WPTV reported a 7-0 preliminary vote; the county agenda schedules a hearing for Dec. 1.
Key Takeaways
- •The proposal is a draft and is not yet in force.
- •The age, ID and speed rules would apply only where the county has traffic-control jurisdiction.
- •The county agenda schedules a public hearing for Dec. 1 at 9:30 a.m.
Palm Beach County commissioners advanced a proposed set of rules for electric bicycles, scooters and other micromobility devices, with a public hearing scheduled for Dec. 1. The proposal remains a draft and is not yet in force.
The county’s Oct. 20 agenda describes a minimum rider age of 14 and a requirement to carry government-issued photo identification. It would cap speeds at 15 mph, with a lower 10 mph limit within 50 feet of a pedestrian on covered sidewalks, bicycle lanes, paths and pedestrian areas. The draft also calls for riders to keep a device in contact with the ground and bars operation in areas designated as prohibited by the county engineer.
The agenda lists exemptions for law enforcement and authorized government operations, electronic-assist mobility devices and operators in county or municipal parks. Those exceptions are part of the draft text and could be affected by changes before the board's final action.
The limits would apply only where the county has traffic-control jurisdiction. That includes county roads and certain municipal roads placed under county control through an interlocal agreement. A participating municipality could opt out under the draft. The proposal would not create one rule for every road in every Palm Beach County city.
WPTV reported that commissioners voted 7-0 on Oct. 20 to advance the proposal on first reading. The county’s agenda confirms that commissioners considered item 5E-2 and that staff recommended a preliminary reading and a Dec. 1 hearing, but the accessible agenda does not record the vote itself. The vote count is attributed to the station.
WPTV also reported 613 micromobility injury incidents since January 2023, with 59% involving children ages 12 to 15, and eight deaths from January 2025 through September 2026. The county dataset behind those figures was not available in the records reviewed, so the figures are attributed to WPTV.
The Dec. 1 hearing is scheduled for 9:30 a.m., according to the county agenda. The proposal would return for additional consideration before becoming final, WPTV reported. Commissioners could change the draft before adopting it.
For riders, the key limits are the proposal’s status and geographic reach: the requirements would not apply unless adopted, and then only where Palm Beach County has the relevant traffic authority. Residents can review the draft in item 5E-2 of the county’s Oct. 20 agenda before the hearing.
