What $131 million in proposed housing bonds would finance in Miami-Dade
County records outline financing for 424 existing Golden Lakes apartments and a proposed 409-unit Magnolia Point phase. The amounts are proposed bond ceilings, not County spending.
Key Takeaways
- •County records outline proposed bond ceilings of $61 million for Golden Lakes and $70 million for Magnolia Point.
- •Golden Lakes involves acquisition and rehabilitation of existing apartments; Magnolia Point involves a proposed 409-unit phase.
- •Current legislative records do not establish final Commission action or completed bond issuance. Borrower repayment obligations are separate from County debt.
Two proposed Miami-Dade housing bond packages outline up to $131 million in financing for rental projects totaling approximately 833 apartments. The documents cover acquisition and rehabilitation at the existing Golden Lakes community and acquisition and construction costs for Magnolia Point, a proposed development in unincorporated southwest Miami-Dade.
The measures appeared as items 10A1 and 10A2 on the County Commission’s Oct. 20 agenda. At review on Oct. 23, the official agenda listed both proposals without a recorded disposition, and the attached resolutions had blank resolution-number and vote fields. These records establish the proposals and their terms, but do not independently confirm how commissioners acted or that either bond sale has closed.
The Golden Lakes proposal would authorize the Housing Finance Authority to issue up to $61 million and lend the proceeds to Golden Lakes (FL) Owner LP. The money would finance part of the costs of acquiring and rehabilitating approximately 424 rental apartments on an approximately 18-acre site at 1200 NW 155th Lane and 1030 NW 155th Lane. These are existing apartments, not 424 newly built homes.
For Magnolia Point, the proposed ceiling is $70 million, with proceeds loaned to 296 Legacy LLC for part of the acquisition and construction costs. The legislative record describes approximately 409 rental units on a roughly 7-acre site at 16401 SW 296th Street. A financing proposal does not by itself establish that work has begun or that apartments are available to rent.
The Naranja Lakes Community Redevelopment Agency identifies Magnolia Point Phase I as a 409-unit mixed-use affordable housing development near SW 296th Street and Old Dixie Highway. Separately, construction manager ANF names Legacy Five Developments as developer and Palenzuela & Hevia Design Group as architect. Its August announcement targets completion in the third quarter of 2028; that is a stated project target, not a verified completion guarantee.
The County’s proposed bond documents describe housing for low-, moderate- or middle-income households. They do not supply a final apartment-by-apartment rent schedule. The CRA describes additional income-targeting plans for Magnolia Point, but those project descriptions should not be read as current apartment availability or a final offer to prospective tenants.
The proposed bonds are conduit financing. Repayment would come from borrower revenues or other money specifically supplied for that purpose. The resolutions say the debt would not be a general obligation of the County, the Housing Finance Authority or the state. Neither the County’s nor the state’s taxing power would be pledged to repayment.
That distinction separates the proposed $131 million ceiling from a County appropriation or a total development budget. The legislative memoranda anticipate issuance by November 2026, but an expected date is not evidence that financing has closed. The next material milestones are documented Commission action, bond issuance and verified project progress.
